The organization Federalnaya Sluzhba Po Tarifam (Federal Service for Tariffs) is a federal executive body in Russia responsible for regulatory oversight of tariffs on goods and services. The organization is governed by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President and Government of Russia. In 2009, the Federal Antimonopoly Service (FAS) instructed Russian airlines to abandon tariffs that made ticket refunds unprofitable. Additionally, airlines were required to make their tariff policies more transparent and understandable to citizens. In 2008, a decree by the Federal Service for Tariffs introduced amendments to the Methodological Guidelines for determining the fee for technical connection to electrical networks.
